The City Plan Commission will meet Tue., Feb. 18, 2014, 10:30 a.m. in the City Council Chambers (26th floor). The committee will hear:

  • The site plan review for the development at 923 Broadway AND
  • The text amendment to require that projects proposing to construct drive-through facilities within the Downtown Loop require approval of a development plan

The DNA encourages you to attend the meeting and voice your opinion!

We encourage your support of the text amendment. It will ensure that any proposed drive-through facility in the downtown loop will have to submit a development plan for City review and go through a public hearing process.

  • The new plan moves the parking to the north side of the site.
  • The developer will install a sign prohibiting left turns out of the site onto Broadway Boulevard during evening rush hour between 4:00 and 6:00 p.m. 
  • Includes bike racks in two locations, a pedestrian connection to the alley on the east side and landscaping around the site.

We have been told that City staff will recommend the plan for approval. The Parks Board approved the second curb cut onto the boulevard last year. Current zoning of "M1-5" allows this use.The property and general area have not been rezoned to "DC" in accordance with the Greater Downtown Area Plan recommendation which means the City review is limited to site plan issues, rather than the zoning. City staff feels that the developer has satisfied all Site Plan issues. 

The DNA still remains in opposition of this development, but suggested the following modifications to the Site Plan:

  1. Ensure that the route from both the accessible parking to the front entrance & from the adjoining sidewalks where pedestrians must cross driveways meets full 2010 ADA standards.
  2. Ensure a pedestrian connection between the alley to the east and the site. Incorporate something into the site to define the pedestrian route as a no parking area to ensure it remains clear and open.
  3. Use native plants for the landscaping.
  4. We encourage the use of an antique looking brick for the exterior of the building to better fit the historic neighborhood.
